The Permanent Account Number (PAN) is a unique ten-digit alphanumeric number issued by the Government of India to all tax payers. It is a universal identification tool that tracks all financial transactions taxable by the Government. This permanent number assigned to the PAN holder serves as an essential ID proof. It is allotted to each tax payer by the Income Tax Department of India under the supervision of the Central Board of Direct Taxes. The PAN does not change during the lifespan of the PAN holder.

Vinosha Portfolio receives PAN applications on behalf of Income Tax Department through its country-wide chain of TIN-Facilitation (TIN-FCs) and PAN centers. PAN applications can also be made through Vinosha Portfolio’s online facility.

There are Three kinds of PAN applications.

The new application form is useful for applicants who require a fresh PAN and have not been allotted one before. A duly filled and signed PAN application form along with supporting documents can be submitted to any TIN-FCs or PAN Centers managed by Income Tax Department.

New PAN Card OR Change/Correction in PAN data
The application form is useful for applicants who are PAN holders and either require a new PAN card or a change/update in their personal details such as, name, date of birth or address and contact information in the IT Department records. Upon submission of this form, a new PAN card, bearing the same PAN, along with updated details is issued to the applicant.

Application Process
An applicant may either make an online application through this website or submit a physical PAN application to any TIN-FC or PAN centers of Income Tax Department . The applicant is required to submit the following documents with the application form: Note: The documents for the above are dependent on citizenship and status of the applicant. Details pertaining to these documents are also mentioned in the application form.

Applicants may obtain application forms from TIN-FCs and PAN centers, download them from this website or get them through other vendors.

Process Charges
For residential addresses within India, the processing fee for PAN applications is, Rs.107 (Rs.91+18% IGST)
For residential addresses outside India, the processing fee for PAN applications is, Rs. 1017.00 ({ Rs. 91.00 Application Fee+ Rs. 771.00 Dispatch Charge}+ 9% CGST and 9% SGST)

PAN Card Dispatch
For a new PAN applicant, if the application satisfies all statutory requirements, the PAN card is dispatched within 15 days. In the case of a Change/Correction in PAN data, it takes 25 days.


Frequently Asked Questions About PAN Card

The PAN is mandatory for all existing taxpayers and persons for filing of income tax returns, and for all correspondences with the income tax authorities. The PAN is also required to be quoted by persons entering into financial transactions that are notified by the Central Board of Direct Taxes.

The following documents are required to be submitted with the application form:

A] Proof of Identity (POI)
B] Proof of Address (POA)
C] Proof of Date of Birth (PODB)

Note: PODB is applicable basis the individual and HUF status of the applicant. The POI and POA documents are applicable basis the citizenship status of the applicant.
For proofs of POI, POA and PODB, copies of any of the following documents are eligible:
  • School Leaving Certificate
  • Matriculation Certificate
  • Degree Certificate from a recognized educational institution
  • Depository or Bank Account
  • Water Bill
  • Ration Card
  • Property Tax Assessment Order
  • Passport
  • Voter Identity Card
  • Driving License
  • Identity Certificate signed by a MP, MLA, Municipal Councilor or Gazetted Officer
If the PAN applicant is a minor, any of the above stated documents of the parent or guardian of the minor will serve as POI.

If a PAN application is made on behalf of a HUF, any of the above stated documents of the Karta of the HUF will serve as POI.

For applicants who cannot provide signatures, a left hand thumb impression in black ink will be taken on Form 49 A or a Change Request Form, in place of a signature. This should be attested by a Magistrate or Notary or Gazetted Officer with an official seal and stamp.


Female applicants, irrespective of their marital/divorced/widowed status, should state the father’s name in the PAN application.


The PAN is a permanent number issued by the Income Tax Department. Any change in the address of the applicant should be intimated to the Income Tax Department for database updating. This can be done by submitting a New PAN Card or Changes/Correction of PAN Data Form at any TIN-FC.


Obtaining more than one PAN is punishable under law, with a penalty of up to Rs.10, 000. Persons with more than one PAN should surrender unused PANs to the Income Tax Department through the website, incometaxindia.gov.in


All individual applicants are required to furnish two recent 3.5x2.5 cm color photographs along with the PAN application form.


As per the Indian Income Tax Department, is mandatory for NRIs to have a PAN. PAN is also mandatory for investors wanting to invest in India and for persons wanting to undertake financial transactions or investments in India over INR 49,999.


If a complete application form is submitted with eligible documents, the PAN is issued within five working days by the Income Tax Department. The PAN Card is generated within two weeks of the issuance of the PAN.
